US Utah Comp, LLC Soccer hosts outdoor Class 1 Soccer Tournaments


Acknowledgement and Agreement 

This event is allowed to proceed on the condition that we follow the prescribed city, state and health department guidelines and mandates (if any).

All participants and spectators agree to follow the guidelines and mandates and are part of the 2024 Rules and city/park ordinances

Open to all  US Youth, US Club, SAY, USSSA and FIFA affiliated teams.
This includes all male and female athletes (U8-U19/HS Players)
S1, S2, S3, S4, and RT teams. 

S1- A team which competes in the highest level of play in a state or region. S2- A team which competes as less than the highest level of play in a state or region. S3- A team which competes in a local area or state. S4- A team created solely for tournament play. RT- A team that is formed in a random nature 

RULES OF PLAY

FIFA laws of the game shall apply as modified and described herein: 

ELIGIBLE PLAYERS

Only players appearing on the official certified team roster will be eligible to play.  Players are not allowed to play in younger age groups and must play within their age year. Players may play up to two years.  Players may play on multiple teams. Players may play in multiple brackets (but not the same bracket as their primary team) within an age if their primary team is an equal or lower division team and  are playing in a higher bracket for the tournament as their secondary team (exception- teams may add up to two P1 or P2 players and unlimited D1-Rec Players for any division but  cannot double roster players from other teams within their own bracket. Players will not be permitted to play up more than two years except for the High School bracket (freshman-Senior age), which can contain a combination of upper age groups but no older than U19. All players must be registered through one of the following: US Youth, US Club , AYSO, SAY or United States Specialty Association (USSSA). 

CREDENTIALS

Teams  are required to use the Got Sport Roster with pictures added to the roster.  Unaltered State Association rosters may be used for age verification, these must be uploaded to your Got Soccer Account, birth certificate's  and or drivers licenses or passports are acceptable. If your state uses Got Sport as your official state roster, this is an acceptable roster (CA,ID, NV etc.). If you are using your current state association roster this will be considered proof of a player’s age as it is understood that these players'  registration and ages have been verified. You must upload proof of age for  any  guest player(s) not on your state association roster. Certified Rosters will be used at games and  must be  printed out and handed to the referee at each game. In some istances a digital copy will be accepted, as approved by the referees and tournament director or committee. 

2024  check-in will be 100% digital (no in person check-in)

The following items are required for players/coaches tournament validation:

A-Official Roster with Guest or non US Youth,  USYSA, US Club or USSSA players  added to your roster and uploaded to your Got Sport  account.

B-US Utah Comp Soccer, LLC medical release form (Amateur Athletic Waiver and Medical Release) signed by the legal guardians of all participants. This digital form must be filled out and signed online  2024 IB Online Waiver .  Forward the waiver complete verification to your coach or team manager. You do not need to forward the entire waiver. 

Note: US Utah Comp Soccer, LLC provides its own waiver form and cannot accept any other waiver or medical release.

C-Proof of participant's age Certified unaltered State roster, birth certificates, passport and or drivers licenses will be accepted as proof of a player's age. If you add players to your State roster, upload proof of age for those added players.  

TEAM ROSTER SIZE 

U8-U10 (7v7) Maximum of 18 with a minimum of 7 players on a roster

U11-U12 (9v9) Maximum of 18 players with a minimum of 9 players

U13-U15 (11v11) Maximum of 18 with a minimum of 11 players on a roster 

U16-U19 Age Groups (11v11) Maximum of 18 with a minimum of 11 players on a roster.

U8-U19 can compete with a minimum of 7 players, under 7 players a team will forfeit that game. 

GUEST PLAYERS

U8-U19 Teams will be allowed unlimited guest players. Player actions forms ARE needed for all players that are not on your current outdoor/primary roster. The form must be filled out and signed by the player’s primary coach. If a player is not registered with any organization or team they must register with USSSA to be eligible to participate. The fee for this is $35. To register you must fill out the online registration found on our web site under USSSA Player Registration page.

U8-U12 Headers and Policies of Play

1-Headers: The Ice Breaker will follow USSF guidelines and policies on headers for the younger age groups. Headers will not be permitted for teams U12 and below. 

2-Build-up line: The Ice Breaker will  use the build-up line for younger age groups  during this tournament if the field is marked with a build-up line. If it is not marked, buildup will not be used. 

3-Goalies of all age groups may punt or drop kick the ball.

SUBSTITUTIONS

Unlimited substitutions will be permitted at the consent of the referee and all substitutions will be required to enter the field of  play at the midfield under the following conditions: 

1-Either team may substitute if the team in possession is substituting prior to a throw-in
2- Prior to a goal kick by either team
3- After a goal is scored by either team
4- At half time
5- For an injured player (only after the play has been stopped)
6- After a caution, the player receiving the yellow card may be substituted at that time.

INJURY TIME

Because of the tournament setting  and mutiple games scheduled back to back, except for extreme extenuating circumstances referees will be instructed to not add injury time. If injury time is added it will be at the sole discretion of the referee(s). The referee's decisions cannot be protested.


EJECTIONS

Any team official ejected from a match or suspended by a proper authority is prohibited from being within sight or hearing distance of the field of play during his or her suspension. A youth player ejected from a match must remain off the field of play. Coaches are responsible for an ejected player's behavior. Referees are not required to show yellow or red cards when giving a warning to coaches or other team representatives and may eject a coach, assistant coach, other team official or spectator without ever showing a red card. 


The following policies will apply for US Utah Comp Soccer, LLC Sanctioned Tournaments.  

1-Any player/participant or team official given two yellow cards (Referees are not required to show yellow or red cards when giving a warning or ejecting coaches, assistant coaches, other team representative or spectators) in a single game will be considered to have received a red card.

1- One (1) point will be deducted for each player or team official ejected. Ejected spectators who refuse to leave will cause their team to lose in a forfeit. 

2-A player who is ejected (sent off) will not be replaced and will be suspended from the teams next scheduled match. Coaches ejected must be replaced by a  coach or assistant coach. 

3-A player or team official ejected for any type of violent conduct will be suspended from participation in the team's next two scheduled matches.  

4-Any player or team official who assaults an official will be expelled from the tournament. 

5-Referees will be instructed to not tolerate any type of fighting whatsoever. This includes but is not limited to spitting, striking or attempting to strike another person. Players or team official ejected for fighting will not be permitted to participate in any further tournament matches. 

6-In the event of a fight, any player, team official or spectator entering the field of play will be ejected from the tournament. If individuals are unable to be identified, the entire team may be removed from the tournament without refund or compensation of any type. 

7-Ejections and expulsions will/may be reviewed by the tournament director or acting body who may make the final decision based on the policies as listed. 

SUSPENDED GAMES

If a referee has deemed it necessary to suspend a game for any reason, the game may be resumed but is subject to end no later than five minutes prior to the next scheduled game. Points will be awarded based on the time played and may not be protested if the game was not played to the full allotted time. 

COACHES

Coaches accept full responsibility for the conduct of their players and spectators at all times  before, during and after the related match . 

1-Coaches must remain 10 yards of either side of the center half mark. 

2-Coaches, players and spectators must not use profanity, derogatory remarks or gestures toward any other referee, player, coach or spectator. 

3-Home team/coaches shall be to the right of the center half mark and guest team/coaches shall be to the left of the center mark. Spectators of the home team shall be on the opposite side of the field left of the center mark and guest team's spectators shall be on the opposite side of the field right of the center mark. 

4-Home team chooses which side of the field they prefer  unless the layout has been previously marked. 

5-Home team provides the game ball and will be subject to the referee's approval. 

6-Teams must come equipped with both a "home" and "away" jersey. The home team is required to change if there is a conflict in colors. Visiting teams are permitted to request home team to change if they feel colors are similar (example: orange/red, dark blue/black). Home teams are obligated to switch to their alternate jersey. Referees will be instructed that any home team unable or unwilling to change will lose in a forfeit or at the referees discretion the referee may permit the home team to wear pinnies if alternate jerseys are not available.

7-Coaches are responsible for any litter or garbage on or off the fields. They must ensure that players and spectators have cleared their trash and have put it in the appropriate garbage container. 


PLAYER EQUIPMENT

Players are required to wear proper soccer and safety equipment. This includes a numbered jersey, shorts, proper cleats, shin guards, and socks. Players should come with appropriate under clothing to wear in cases of cold or inclement weather. Clothing with zippers, buttons, snaps, loose strings and hoods (hoods may be tucked into a shirt), are not permitted. Metal hair clips, earrings, bracelets, or any type of jewelry in any part of the body is not safe or acceptable during a match. It will be at the referee's discretion to determine the safety and suitability of the player's equipment including the wearing of casts and hard braces which must be wrapped. 

TOURNAMENT COMPETITION      

GAMES (Each team will be guaranteed a minimum of three games) Game times will vary by age, bracket, semi and final matches. Some game times may be altered  due to unforseen circumstances. 

U9-U10 7v7  50 min. games
U11-U12 9v9  50 min. games
U13-U14 11v11  50-60 min. games 
U15-U19 11v11  50-70 min. games


No overtime in preliminary qualifying matches.  Each team will be guaranteed a minimum of three games. Games will be played in two days (generally Saturday and Monday unless otherwise specified). Teams can expect two qualifying matches on Saturday and one qualifying match on Monday with no Sunday play unless otherwise noted by the tournament. Brackets may or may not have a semi-final game. Generally all final games will be played on Monday. 

Brackets:

4 teams = 3 games plus a final 1st v 2nd 

5 teams = 4 games plus a final 1st v 2nd 

6 teams = two brackets of 3, 2 games preliminary match. 3rd bracket A v 3rd bracket B as the 3rd game (consolation match) bracket A 1st v 2nd  bracket B 1st v 2nd  (semi-final match), winners of bracket A v winners of bracket B (Final Match) to determine 1st and 2nd place. 

1st and 2nd place awards for each bracket, immediately following the final match teams should go to the tournament headquarters for team awards

SCORING, STANDINGS, AND DETERMINING WINNERS

Games will be based on the following point system: 

- 6 points for each win 

- 2 points for each tie 

- 0 points for each loss 

- 1 point will be awarded for each goal scored with a maximum of 3 per game 

- 1 point for each shutout 

- 3 point for a 0-0 tie (2 for the tie and 1 for the shutout) 

TIE BREAKERS

Tie breakers to determine which team moves on at the end of bracket play will be based on the following:

1-The winner in head to head competition

2-Fewest goals against (maximum 3 per game) 

3-Most goals for (maximum 3 per game)

4-Most total wins

5-Most shut-outs

6-If a tie still exists: FIFA Penalty Kicks From the Mark will be taken 15 minutes prior to the scheduled start of the semi-final game or some other agreed upon time.

7-In the event that there is a three-way tie after steps 1-5 have been taken, the teams will participate in a three-way coin toss. The two teams that tie in the coin toss will participate in Kicks from the Mark first. The winner will then move on to participate in Kicks from the Mark with the 3rd team. The winner will advance into the semi-finals. The coin toss and FIFA Penalty Kicks will be determined at the fields. 

8-Criteria 2-7 will be used to determine ties with a wild card team 

Tie breaking in semi-final and championship games: At the end of regulation play the teams will go into two 5 minute overtime halves.  If no goal has been scored after the two 5 minute halves, the winner will be determined by FIFA Penalty Kicks from the Mark. Only the 11 (7 or 9 for U7-12) players on the field at the end of the overtime period will be permitted to participate in the Penalty Kicks.  

FORFEITS AND BYES

1- Teams who fail to check-in at the Mandatory online  (check-in) will forfeit

2- Team which cause a game to be terminated will forfeit. 

3- Teams who fail to report to the field ready to play within five minutes of the scheduled kick-off time will forfeit at the referees discretion.

4- Home teams unable or unwilling to supply an alternate jersey will forfeit at the referees discretion

5-Teams that fail to present a certified game roster by half time will forfeit.

6- Teams that do not have a minimum of 7 players for the match will forfeit. 


Teams with a forfeit will be scored as a 1-0 loss

Team with a BYE will be scored as a 1-0 win 

Determining a winner by shootout

If both coaches agree prior to the start of a match and conditions present themselves any pool game, semi game or final game may be determined by a shoot-out without playing the match.  If both coaches cannot agree and the tournament contingency plan has not been implemented the team refusing to play will forfeit the match and the score will be predetermined at 1-0 for the team willing to play. 

All teams are guaranteed to be scheduled at least three games. If you are in a 4 or 6 team bracket and make it to the finals you can expect to play 4 games (3 pool, 1 final). Occasionally it is necessary to create a 5 team bracket. 5 team brackets require 4 pool games per team plus a final. Because this is a two day event teams should expect to play 2 games on Saturday, 2 games Monday and if you are in a final an additional game Monday afternoon. 

The tournament generally schedules at least two+ hours between any given game. However in a five team bracket it may be necessary to schedule only one hour between the last pool game and the final. This is due to the fact that daylight playing hours are limited and most players/teams are anxious to get on the road and travel home. It should be noted that tournament pool matches are shortened matches. In such circumstances coaches may implement the shoot-out policy to determine a winner and forgo playing the final match. Both coaches must agree prior to the start of the match. If an agreement cannot be made and one team refuses to play then the team willing to play will win the match 1-0 and will be awarded the 1st place medal and the opposing team will be awarded the 2nd place Medal.

GUEST TEAMS 

US Utah Comp Soccer, LLC and Tournament Hosts may accept or invite "Guest Teams" in order to fill a bracket or division. Guest teams may not be permitted to advance out of their bracket. Guest team's outcome will be predetermined at a 1-0 loss thereby awarding the opposing team eight points. US Utah Comp Soccer and Tournament Hosts also reserve the right to combine age groups within one year and or gender for the lower age groups (U12 and under)  or two years for U13-U19 to secure brackets and divisions. 

DISPUTES

-Referees have jurisdiction of the game and conduct therein for which they are assigned; therefore tournament officials will not overrule a referee's decision. 

-Any dispute off the field of play will be settled by the Tournament Director or designated representative, all decisions will be final. 

PROTESTS

Protests will not be permitted in this tournament. US Utah Comp Soccer, LLC and Tournaments host's directors reserves the right to review any issues pertaining to the said tournament but does not guarantee any type of decision or outcome.


INCLEMENT WEATHER

 US Utah Comp Soccer, LLC and Tournament Hosts will make every effort to ensure that teams are able to participate and play in all scheduled games. Games generally will not be cancelled and coaches, players and spectators should come prepared with warm clothing and or any other items they may need to maintain comfort and safety. If the safety to the players along with the safety or damage to the fields is compromised US Utah Comp Soccer, LLC and Tournament Hosts reserve the right to modify all tournaments rules in order to safely and fairly end the tournament. Note: If City and school district fields are used the tournament must follow the direction of the city officials who may delay or cancel the tournament games. City and School districts will cancel all games and play on the fields should they feel the conditions will damage their fields. The Ice Breaker Soccer Tournament will have no say in this and refunds for cancelled events cannot be given.  

Contingency Plan:
(Note: Coaches and team managers should ensure that they have provided the tournament with current contact information preferably cell phone numbers capable of receiving text messages. Should contingency plans need be taken. Coaches should be prepared to attend a tournament/coaches meeting if needed. 

1-Shorten scheduled games

2-If conditions permit games may be rescheduled for another day or time

3-If the fields are unplayable it may be necessary to decide some or all games with FIFA Penalty Kicks from the Mark.

4-If fields are closed due to weather or some other unforeseen event the tournament will be terminated and no other games or determining factor will be used. If any games were played, winners will be determined by the games or PK’s that were played up to the point of cancelation. 

While every effort will be made to complete the tournament, the tournament cannot offer refunds for any reason should the tournament be cancelled. This is due to the fact that fields, referee fees/hotels, medals, equipment staff, insurance and other tournament expenses are paid in advance. 

Note: While refunds cannot be offered it is the intend of US Utah Comp Soccer, LLC and it’s affiliated tournaments to offer a positive tournament experience. Discounts or another alternate tournament may be offered for a future event at the sole discretion of the tournament host.

Pandemic Acknowledgement and Agreement 

-You agree to attend as a participant or spectator at your own risk and will not hold the Ice Breaker Soccer Tournament, US Utah Comp Soccer, LLC or its affiliates responsible in anyway should you be exposed to or suffer illness or death due to COVID-19 or any related variant or pandemic situation.
If you are considered an “at risk” individual, you should not attend the tournament/event.   

You agree to the following:

-Any offical requirement from the city, state or health department for the event to proceed.

-Refunds are not available due to COVID or any type of pandemic related issues or cancelations, in some instances credits may be given
